လွင်ႈၸႂ်ႉတိုဝ်း

returns the concatenation of PREFTEXT .. VAL1 .. SUFTEXT if VAL1 is non-empty, otherwise ELSE. It is useful e.g. when displaying the output of a template call, prefixed by some explanatory text, but only when the template output is non-empty.
